It rained last weekend, not that it mattered, but I got in my GT yesterday and noticed that the front right wheel felt like it was the only one working. So, today I'm flushing the brake lines front to rear and re-building the brake proportioning valve. The valve had a bit of black muck in it but what I found surprising was the two little "0" rings inside were still good....I mean, I even pulled them off the shaft and they DIDN'T BREAK. Whats up with that?

I believe the "valve" you rebuilt was the brake circuit failure switch. If one of the two (front/Rear) brake circuits fails, the higher pressure in the working circuit moves the plunger off center which then activates the warning light switch. The two o-rings keep the brake fluid from leaking to the switch or into the failed circuit. It does not proportion the pressure between the two circuits.

Quite often, when an individual wheel sticks, it is because the hydraulic pressure is stuck in a internally collapsed brake hose going to that caliper. The pressure will hold the piston against the rotor. Could be time for a set of new brake hoses, and do the one to the rear drums also.
