Can someone tell me how many bolts are suppose to be in the front splash plate. 6 or 7?

2 1/4" bolts into the bracket 4 more down the curve and one (3/16" I believe) at the bottom to the fender. The 5/16" hex head of this little bolt shows when the car is finished. It is in front of the 56 1/2" long finishing strip that goes under the door.
Pic one has the 6 1/4 bolt holes marked.
Pic two I am pointing at where the head of the little bolt shows on the outside of the fender.

I believe the hole with the x is not used for anything. The little hole at the arrow on the tab is what is bolted to the fender.
