With the car switched off, is it normal to have the gas slowly drain out of the filter? or should the pressure maintain? I just changed the gas hose clamp at the weber carb and no gas spilled out when i pulled off the hose. Seems like it always has in the past.

In my experience with pulling a hose off near the carb, sometimes fuel flows out, sometimes it dribbles out and sometimes there is none. I think it depends on when the car was last run, how much expansion/contraction is happening in the fuel tank due to temperature changes, etc. etc. If there were a leak in your fuel line, you'd know it! So my thinking is, don't worry about it - there's nothing to deduce from whether or not fuel comes out with the car/fuel pump off. That's my 2 cents - I hope it helps!
If my tank is fairly full and I park nose up on an incline, I get a syphon-back of fuel out of the filter.
No residual pressure in the system as there would be in an injected car. What ever drains out is minimal and normal.
I would though, avoid smoking when doing the disconnect and make sure that the converter has cooled a bit if it is still there.
It is also normal to see that the fuel filter, if it is of the clear plastic type, is not always full, running or not.
