Just took off my wheels to have blasted
it looks like some type of coating on the reverse or inside of wheel
did they come from factory with any type of coating

Just paint. It's probably just caked up road gack and brake dust.

I am running a set of the saab mini look alike & after 3 hrs. each of strip/tape/paint/pollish to get them right, I will powder coat only! Will look great after a gunk, power wash, for a long time.
