Are the rebound straps on the MGC the same as the one for MGB or differant? Iff differant does anybody have the dimentions?

same...as long as you get the ones for the chrome bumper model and NOT the rubber bumper model.

Start soaking the retaining bolts/nuts now with a penetrating oil...these are often frozen, and will snap off leaving you SOL without a welding repair.
Be prepared to use a little heat as well to remove the nuts.
