No New Tabs

My Firefox updated to version 3.06. Now when going to another website such as photobucket, I do not get a new tab for that site. Previously if you pressed the control key the new website would open up in a seperate tab allowing you to jump back and forth between the websites. Now even pressing control this doesn't happen. Under tool/options/tabs I have the "open new pages in a new tab" checked. What gives? Anyone else have this problem?
