..I'm selling something on ebay, its doing alright, heres the question. I have a bidder from France with zero feedback bidding,he is slowly driving up the bidding,dandy,but I am unsure of what to do. I had a German do something similar, then try to renegotiate after he won the bidding. Of course that pi$$ed me off and I had to have his ears cut off,...that costs money and I would like to avoid that hassle again....what to do?

Put in your listing that you'll only ship to the US, unless that would crimp your market. I've sold several things overseas and had no problems, though the shipping can be a pain in the butt. If someone tries to renogiate after the sell, report them as a non-paying bidder and relist it. I've never had that happen.
I usually have the "US shipping only" stipulation on my listings. However, a few times bidders Emailed me to ask if I would be willing to ship to their country if they won, and I told them yes...as long as the shipping cost would be included in the Paypal payment. All of them paid promptly and I had no problems - including shipping a bulky early fuel tank to Germany. That's just my experience....not sure what I would do in case of a foreign bidder with no feedback (unless there is a way to check Ebay France to see if his Ebay history for some reason hasn't carried over to the US Ebay).

You'll have the correct funds promptly, and if there's any problem, they have a resolution center.
Paypal... Guess what happens if a buyer gives you a negative feedback, for whatever reason... They *lock* the funds in your PayPal account so you can't access them, for anywhere from 30-180 days, as punishment! And, that's not just the funds from that particular transaction, but any funds in there...
And now the seller can't provide negative feedback of a customer.
Or did you guys miss those recent changes...

Your guess is wrong. I am a *relative* neophyte, having been on eBay for a little over 3 years, with ~140 total transactions, with ~135 being sales, over $15k worth. It would be even more, however eBay canceled a bunch of my auctions when they stopped allowing certain gun parts from being sold (and now I can't sell them there), and also disallowed certain medals such as purple hearts, etc.
So, what is your eBay seller's experience, Keith?
I suspect you haven't actually paid much attention to the changes made at eBay recently, nor the number of problems people have been having with PayPal locking their accounts.

The new rules only apply to people with less than 100 feedback rating or less than a year as a member or less than 95 % feedback rating or less than a 4 satisfaction rating.
I deal with 30 or 40 people a month and use paypal most of the time. I have seen an occaissional complaint about paypal on this forum , I read all the ebay and paypal policy changes that apply to me .
The reason for the changes was to keep short tempered , impatient , or crooked newbies or people with bad performance records from destroying the good customers.

Almost all of the stuff running is 50's vintage. Some is valuable , some isn't . I'm always looking to buy stuff, especially beat up stuff I can restore or repaint .

Geez, you sure jump to conclusions readily. "68 Midget must be", "you must have". I'll put my own in: You must be a joy to work with.
I have had 1 negative feedback in that time. It was from a customer in Hong Kong, who bought a tube tester, and the guy didn't do any research as to what tubes that brand would test. It was like someone bought a Ford Focus, then complained that it didn't have 4WD, and so they wanted their money back.
All of my problem customers have been from overseas. Two non-payers (one in England, one in Singapore), and my one neg feedback from Hong Kong. Along with the pain of having to do my shipping labels down at the post office (a bit of a drive for me and I'm not retired), I would recommend Wyatt that he might just want to do US-only sales.
You had said in reply that "none of those rules apply to you". So:
1) In my original posting, I mentioned that sellers couldn't provide negative feedback anymore. So that would mean you can give negative feedback when eBay fully implements their new rules, since they don't apply to you. (They might have already; I haven't sold anything recently).
2) I have discussed the Paypal account issue with a number of sellers. They have had their Paypal accounts locked for anywhere from 30-180 days, and these are long-time power sellers with very good reputations & feedback.
3) Your long-time feedback isn't going to be worth as much now either, as eBay is doing their calculations based on the last 12 months running total anyway now.

I also wouldn't necessarily trust anything you hear over the phone from eBay. Certainly they cannot be held to whatever they say.

A 2-week seller boycott of eBay occurred recently over the soon-to-be-implemented changes in won-auction fees (greatly increasing), AND especially the feedback changes for sellers. In addition, search ranking will be directly affected by negative feedbacks received, and PayPal locking will also be based on that.

No, you don't have to be a "bad eBayer" for these changes to affect you, you only have to run into a jerk buyer. Like the guy who bought a leather coat, where the seller stated specifically in the auction the length of the coat. The buyer actually wanted a longer leather coat, and gave the seller a negative because of that, without even asking about getting a refund first... The coat was fine and met all the specs advertised. Was that a "bad seller"? No. But the seller got his PayPal account locked for 30 days and couldn't access any funds during that time...
The CNN article mentions that holds won't affect that many sellers, and only relatively "new" sellers (less than 100 feedbacks), however that already isn't the case as there are quite a few long-time 100% sellers who have had their PayPal accounts frozen over a single neg feedback/refund request... There is apparently a new scam where a foreign buyer pays with PayPal, asks if the item is shipped, then after it ships, they issue a refund request via PayPal. PayPal issues the refund, and the seller is stuck trying to get the item back from overseas. PayPal almost always sides with the buyer in these circumstances, I'm told, which is why it is continuing to happen.
Really, go to the forums on the eBay site and do a little reading...
eBay has also let it be known that they want to get away from being an auction site to more of a storefront site. Do some google searches.
Interesting. I have always only been a buyer on Ebay, and I've never had any problems, but I can see how being a seller could lead to difficulties.
I've made a lot of good NOS MGB purchases overseas and here.

Scott is right about Paypal. I personally know someone who got hosed by Paypal.
I run my store and I use Paypal, but I am aware of what can happen, and have my PP acct tied to a non-essential bank account.
As for the rule changes, they are indeed across the board. Some of the other changes will be search systems based on criteria that ebay determines via the market category you are selling in
(For instance, your listing will be further back in the search results if your shipping charges aren't in line with the norm for the catergory, no matter if you are selling a
complete lot of items as opposed to the normal one or two piece auctions. Once you. Also, people with Detailed Seller Ratings of 4.6 and above in all catergories will be subject to listing fee discounts, etc.)
I am focusing on achieving powerseller status over the new few months, so I feel its my job to be up on rule changes.
....botton line is ebay stinks but is basicly the only game in town.
