Mine are in pretty good shape so just a little Armor All. I read somewhere, (maybe here, try doing a search), about "wet sanding" with a little gasoline. I haven't tried that one myself.
I use 'Westley's BLACK MAGIC' Its a super thick silicone.
It's the best product I have found. Smear it all over the bumper, go back with a clean cloth, evens it all out. Last's for months.
Tried 'Mothers Back-to-black' It works, but not as well as Westleys.
At least on my bumpers.

Tire shine is good stuff on those bumpers. It won't make them shine like it does tires, but tire shine will give the bumpers a nice matte look.

Mother's Back to Black here.
You may want to do a search - a few weeks back there was a thread on this, and John Weimer said he used some paint. Lot's of other's used Back to Black.
EDIT - Whoops - cross posted with John. Never mind.
The Marhyde Bondo products aren't exactly paint. They're aerosols that go on like paint but the similarity ends there. I don't know exactly how to explain them but they work better than anything I ever tried.
If you really want to give them a boost.. paint them, I don't know what color your car is but on my silver B I think it looks great.
I knew a guy from Texas who swore that very causiously using a heat gun brought his black Saab bumpers back to life.

best advise I can give, is to give the RB's a good wash with gasoline (taking all required precaurtions, then treat with "Mothers Back to Black" Took 3 treatments of "Back to Black" for mine

Something a little less toxic than gasoline, would be Tuff Stuff. I spray that on the bumpers and tires to get them clean. Then apply your prefered silicone dressing. When the rubber is clean the silicone lasts much longer and retains that luster.
If you are going to paint the bumpers do not use anything with silicone in it .............
