Is this a necessary part?? Most of the emissions gizmos are removed from my engine/car...this appears top be non-functioning. The line from the air rail to it is blocked at the ROCV. I seem to be leaking oil at the air rail. Wondering if I could just
remove the valve and send the line to the air canister. Thoughts???

Whan gizmos are left? Such as what carb(s) are you presently using? I assume the air pump and rail have been removed. Or have they?
The running on valve is connected electrically to an oil pressure switch. A bit more info is needed. There is also a nice thread on this site along with others that cover this situation. Remember that the crankcase is designed to operate under a partial vacuum!
The only thing left is the canister and this valve. I am running HIF-4's.
I don't have the anti run - on valve connected. The vac line to the valve only serves to allow the valve to operate. I don't think that it serves any other purpose. But this is not really a de-smogging thing. It just shuts off the engine after the ignition is turned off.
Yeh, I got that it stops dieseling...the line to the canister and from the manifold, I called it the air rail earlier), made me think it may be part of emissions. So I can disconnect??
yes you can take it off.
but it is a useful appliance and doesn't hurt anything.

Actually the oil pressure switch operates the valve. The vacuum line pulls a vacuum on the float bowl chamber thru the charcoal canister starving the fuel supply thus shutting off the engine before it can diesel on you.
Don - You may want to leave the anti run-on vlave and the charcoal canister in place. The valve, during normal running applies a small (about 0.05 inHg) amount of vacuum to the fitting on the top of the rocker cover to pull fumes out of the crank case. When the ignition is shut off, a set of contacts in the switch applies 12 volts to the valve solenoid, while the other side goes to an oil pressure switch. If there is any oil pressure from the engine running on, it activates the valve which applies a vacuum to the float chambers of the carburetors, pulling the fuel out of the jets, thus stopping any run-on as Gil states above. The valve and the charcoal canister don't degrade any of the engine parameters and does a very good job os stopping and run-on.

Got it...I cleaned out the canister, via the aquarium charcoal method. I also blew out all the lines from it to there various points of destination, disconnected lines at all other connections prior to doing this (did not want to damage any other equipment). All lines are clear. Will take for a run tomorrow evening. Thanks again for all the help and input, you learn a little more everyday.
