I have a single stage paint.... not a clear coat. The PO dabbed (technical for placed) paint in some of the scratches. Question is... can I sand this down with 2,000 grit wet sandpaper and then buff out?

Yes. Start with 1000 or so to make your life easier then go 1000, 1500, 2000.
Just be cautious with the paper as a zealous hand can take the original coat around it off to deeply. Use plenty of water to clear grit from the area. I use an old water bottle.

If you'll wrap the paper, say 1500 grit, around a bondo spreader, you can flex the spreader just a bit and concentrate pressure on the touch up paint without taking much of the surrounding paint off.

If the paint globs are really high you can cut it off with a razor blade or a bought paint shaver first.
