There is surface rust on the car. The sills, rockers, doglegs and trunk are solid. The drivers floor board has a hole about the size of a baseball in it. The tires are shot along with the top. The interior is very dirty but the dash is not cracked. Running condition of the engine is unknown. There is no OD. This pretty much what I know about the car.

I stick with my first thought. The rubber bumper cars, sorry RB folks, are not as desirable on the market and without OD the transmission it is not worth much.
The structure of the car as you describe it is probably restorable but doing so will entail LOTS of time and work and in the end you would probably figure that you had done it for two bucks an hour. That said, you will not be able to find a commercial facility to do the work for anything less than many times the value of the end product. Remember that cutting corners in such an endeavor always results in poor quality and much lower market value.
The other alternative is to part the thing out. That of course requires LOTS of time and storage space, not to mention the marketing and shipping of the cleaned up bits.
What it boils down to is that the seller can't be insulted by the true reality of the thing not having ANY value but at the same time you can't expect to pay lots of money for stuff that doesn't have a reasonable total value. The way I figure it a non running car has a base value of fifty bucks. From that point on you add or subtract dollars according to what is there, what condition the bits are in and what you need at that very moment. If you make a buck or two over the next year or so or help a friend out with a free part here and there then that is just the luck of the draw.
