I noticed that the allen wrench part of the tool has a short nylon sleeve over it (almost acts like a stop), is anything for its use or was it there only for shipping so the two pieces don't slide out from another?

The other questions are why do you have to hold the knurled knob, it has a pin that engagesin something?
And how hard should it be to turn the hex wrench?

The two protrusions at the bottom of the tool tube engage in receptacles in the bottom of the piston bore. Holding the tube steady with your fingers reduces the twisting action that would be applied to the rubber diaphragm as you turn the Allen wrench. Jack

Paul,
You need to hold the knurled knob because it is keyed to the damper piston. If you didn't hold the knob, then your turning energy could very well turn the piston, and NOT the metering needle attached to the bottom of it.
It shouldn't be hard to turn the tool, BUT it sometimes is. This indicates that the metering needle at the bottom of the damper piston is somewhat seized up.

Remove the 4 screws holding the carb top on. Carefully remove the damper piston, make note that the rubber diaphram has a small protrusion on one edge, that must be installed the same way.
When you have it out, lubricate the base of the metering needle with some penetrating spray.

Re-assemble and try the tool again.
