amusing fuel system mod

Found this in the trunk of a parts car I brought home, along with a can of Fix-A-Flat. I guess the PO was an optimist. Thought it was kinda cute. It's actually hooked up and I guess it would function.

Is that a racing fuel cell? If so, might be worth some $.
