Ground wires if there black. That's just where there tied together and the tubing is just insulation. You may find purple and green wires done the same way.
Yup. Found my purples done exactly the same way.
So I guess the Factory figured there's no reason for anyone to undo the tape and discover their primitive methods? And I suppose their sequential seat belt system would last 35 years without needing any work?

Ummmmm - it is 35 years old. My teenager would tell you that's not just primitive - it's dead.
Most of the time the seatbelt system isn't worth trying.
