If the fuel supply is shut off, key out and pump not pumping, and the engine runs reasonably well when it is actually running, the only thing that I can think of is that the fuel is percolating in the float chambers because it is either too hot or it is a gasohol mix. Check the condition of the insulation on the back side of the heat shield.
If the car still as the single carb and the converter, that set up in itself is going to be troublesome in the temperature department, especially during those HOT South Carolina summer days.
If it was a matter of the engine running or the key was on with the pump running I might be inclined to finger the floats/needles and seats/etc. But with no mechanical pressurization that is what I would look at first.

I have noticed that my fuel filter tends to look empty when it is not. The float level may be set too high or the needle valves are jammed open by some kind of crud. I am currently having the same problems with my HS-4's.
