Tried locating this & unable to find it in Moss or VB, is it part of the panels / carpet set ?
Also unable to locate the grommits for the headlight cables as they go from the wheel arch to the engine bay ...
Any help ?

I used my old one for a pattern and cut a new one from a piece of heavy leather grained vinyl from a local fabric store. You cut only the outline before gluing it down and make the intricate cuts after it's in place.
Moss supplies extra material with the panel kit.
Does not come with the Moss kit!!
Take a chunk of the old stuff to an automotive upholstery shop, and I guarantee you that they will match it up for you. I went to a mom and pop shop, and they gave me a piece and would not ever charge me for it. I have brought all my work to them ever since.

victoria british Part # 15-129-BL - Crash rail cover assembly. This part includes the correct piece of fabric for the covering of the dash.

On my early B moss panel kit, the material was included.....but moss has many kits, so it may be that some have, it, some don't....
Anyway, the material is just good quality fabric backed vinyl upholstery material....you can get the stuff anywhere.....around here redrum carries it....
One would think that Moss would include this $5 piece of vinyl in their $2400 leather interior kit but NO. I went to a local fabric store and picked up a piece for $10 (enough for one screwup) and was done with it.
If you get your own, one suggestion, try to find Marine Grade vinyl rather than just good ol' fashioned upholstery material. The big reason is that it is made with a strong dose of UV inhibitors than typical household vinyl upholstery materials. This aids in resisting sun rot. It is what I used when I had my car reupholstered and after 20+ yrs of daily driving and exposure, it still looks fine. FWIW
