My driver side door mirror is loose and wobbly at the base. I can't get the set screw loose to get the mirror off the base to fix the problem. Soaking with PB doesn't help.

You could gently drill out the old screw then use an easy out to carefully remove it. The key words here are carefully and gently. Good luck.
Try giving it an ever so slight turn inward (tighten), sometimes that helps to free it up.
The "wobbly" part is likely the attachment of the base plate to the door. Once you get the set screw off you can work on tightening up the base plate. Always fun. :)

I tried to turn it clockwise but it's frozen. I can drill and take it out with an easy out, but where to find a replacement screw?

Seriously, if you can't get it out after a soak, go ahead and drill it. But I'd give it a couple days, and then a few light taps with a hammer before drilling. You should be able to get set screws at a competent hardware store, or autoparts place. Absolute worst case, buy a used mirror.

Gently remove the rubber from around the mirror part using a jackknife or putty knife, and then you might be able to grab the back end of the set screw or at least put some PB from the back
