The gauge faces on my fuel and temp gauges are the same as the tach/speedo. The chrome bezel rotates to line up the tabs with the slots, then comes off. The oil pressure gauge is different, it takes an act of congress to get it off! (rectangular bezel)
And we all know that Congress has been failing to act lately.

Sounds to me like your bezels are fused to the body of the instrument by the rubber dust sealing ring between them. As the rubber rots, it can essentially "melt" and act like a glue and bond the two pieces of metal and the glass together. I had this happen on two of my gauges back when I was doing my resto. and it just took some patience and a bit more muscle. To turn the ring, either find one of those rubber belt type wrenches or even a piece of an old leather belt to grab it all the way around. I used some old leather belt held tight in the jaws of a pair of vice grips. Both bezels came off eventually without damage to them or the body of the instruments. FWIW
They are indeed the same. I'm currently in the process of swapping out the bezels for chrome and I found that if you take a small jewelers screwdriver and slip the tip between the back side of the gauge and the bezel tab, you can bend them back alittle bit which makes the removal so much easier. If you're replacing the bezels, be sure to order the seals too. Otherwise you can pick up door jamb seals a Lowe's or Home Depot and they can be cut to size and do well also.
I can tell you that the chrome bezels add a nice touch.
