I've seen kits, targeted at BMWs, for this. Can't come up with an url or anything else right now.
basically, IIRC, you test the grid and re-paint the broken part
There's a special paint you can buy, Don, that is used to "re-connect" broken HRW lines. I used to use it a lot on my Honda Civic. The next time you have a foggy window, activate the heater and mark off which elements don't work. With a good light, closely examine the element and you'll probably find a tiny break in it. Apply a small amount of the paint to reconnect the element and it should work.
You're lucky with the '74 HRW; my '69's HRW element is imbedded between the two panes of glass and virtually invisible except for the metal strip across the back.
