When I put the top up, it does not seal around either window. The wind howls more than when I drive with the top down! Anybody know the easiest way to fix?

If there is a distinct gap it's quite possible your top has shrunk, nothing can fix that except a new top.
The sides of the top overlap the windows, but do not snug against them, thus leaving an air gap between the glass and the leather flap on the top.
I was looking at a the factory top on a fellow MG'ers car today and he was showing me the gap between the top of the side windows up to the new rubber he just put on the factory hardtop. I didn't know there was that much of a gap at all. Guess when I get to the point of trying my factory hardtop on I am gonna have to come up with something that looks ok to close it off or no driving in the cooler months.

An older top will do that, they distort over time.

Wiz is right. Over time the material shrinks. What's a little howling air when you want that outdoor experience anyway! :)

After installing the factory hardtop (or any other hardtop for that matter), one can adjust the windscreen, vent wings and side windows for better fit. Just be careful NOT to put too much pressure against the windscreen with the vent windows..less the Crack of Doom appear.
This just takes a little time, perseverence, and patience.......additionally, your softtop may fit better as well.
What you have encountered is one of the primary reasons that the Brits lost out to the Asians and the Germans in the sports car market.
They thought it was cool for far to long to listen to wind noise and get wet and get cold and generally enjoy misery, in a "sporting sort fo way". They didn't wake up until it was too late and the market had passed them by.
I know that this sounds awfully jerky, but if you are really bothered by wind noise or even some rain now and then, you might find a Miata or something like that better suited to your needs and senses.
IMHO if you must have and MG and you "can't take it" buy a BGT. If you have roadster take the top off and leave it at home and pay attention to the weather forecast. If you get wet once in a while, so what? These cars are "sports cars" and need to be looked upon as such.
Perhaps the best cure is to drive a Morgan or a T series MG or even an MGA or a TR3 for a month or so. Then, when you get back in your B, you will think that you are in a limo.

I installed a new top because my old one had a small rip and a slightly foggy rear window, and because I wanted a new zip-out window. The old top fit fine. The brand new top fit a little differently. I imagine every single top ever made fits just a little differently. It's craftsmanship, you know. :)
Unlike the old top where the driver's side window met the top fairly evenly, the new top had a bit of a wrinkle at one point and the window didn't quite seal completely. This means in a driving rainstorm (like we ever have those around here!), I'm going to get some rain in my face. Personally, I am looking forward to that day. But, if I wasn't I guess I'd have to take pot luck on another new top. This could get kind of expensive. Then again, I suppose I could seal the top of the driver's window with something like pipe wrap. I'm just joking, but then again it might keep the rain out when that tsunami finally hits. But believe me wind noise is the least of the noise on my car. The engine, the road, the trucks . . . It's just noisy, that's all. "What did you say!?"
First you need a top with a zip-out rear window. Second, zip-out the rear window. Third open each door and place 3M glue along the window flap for each door. Glue top to door windows. Now it will seal real good. You can always climb in and out the rear zip-out window.
When summer comes, just cut off the top and buy a new one.
I find opening the the footwell and face fresh air vents causes the positive pressure to seal the side windows a bit better, it still comes in through 1 or 2 wrinkles but not nearly as bad, you also need to be doing over 50 MPH for it to work....
You could find the howel is from under corner of front screen smack on 60 and I got it draught around side windows only cure don't go out when temp below 40c
