Kevin, I forgot what year your Midget is, but the Bugeye rear bumpers may not be a "bolt on" if you have a rubber bumper car that's been converted. The bumper mountings are quite different for those. On a chrome bumper car you can mount the original bugeye bumper bracket in one set of holes, but you'll still have a second set of mounting holes on each side to fill or plug. It appears that he has made up adaptor brackets from the original square mounting plates for the rubber bumper and mounted the bugeye bumper brackets to those. Nice job he's done there! With a little modification you can invert the bugeye bumpers for a bit of a different look, that's what I did for my car as well as moving them inwards to line up with the back up lights. I made my own brackets and reversed the inner supports in the trunk to line up with the new location. Plenty of options on where you position the bumpers if you're already doing bodywork and don't mind filling holes or making new ones.
