I presume the lash is set cold and applies to both kinds of valves correct?

Yes, Lash is set cold and applies to both intake and exhaust.
I will assume that the tie bar was corroded where the rubber bushing sits and broke there. A good shop could repair that. A replacement would be easier to deal with, hopefully you have sourced one from Greg. Let us know.

I believe you are correct. The customer was able to source his own used parts. Thanks you Greg and Ron for the offer and concern.
Mark has new inner tie rods. I have OEM inner tie rods (#25 on the site)

The tie bar (#16 on the site) is unparallel to the torsion bar (#1 on the site).
