Rented a ridge reamer from Autozone. Has a new blade and I think I know how it all operates. The expansion plates are stationary, and the blade is in #3 position. However, starting the blade below the ridge and turning slowly, I don't seem to be cutting the ridge. What am I missing, or do I just need to tighten more?

Either go back and find out how that one works or doodle with it until you figure it out. They're not all alike and nobody can answer that question without having hands on.
First, I agree with what JDW says. A good start for all of us might be a photo of the unit to see how it is made. Most ridge reamers are not that hard to use, but they do vary and a photo might be worth a thousand questions. Also, John's suggestion that you contact Autozone to figure it out might just be the simplest way to get started.
Here is a pic from their web site. What concerns me is the blade digging into the cylinder wall.
OK, I've tried to post a f$^&% pic. All I can do is this link. It's really been a s#$%%^ day and I'll leave everybody alone.
Thanks

Best thing to do is leave it alone and get someon that knows how do it. It won't be nice to damage your bore messing around trying to learn
Thanks Derek, LOL! Write me a 'script with a couple of refills. I'm networking to get some help, but I'm going to get 18 holes in this morning. WOW, one frustration to another, you gotta' love it. Haha!
