Due to a series of unfortunate events, I've had to remove the cowl from around the steering column. Now that I have it off I have noticed that the plastic which once was black is now a faded grey.Does anyone have a solution short of replacement to rejuvenate the colour? Thanks for you help.

Go to a pro paint store. They sell a paint that is flexible that people use to dye upholstery. Use that. You can even use it on your faded carpet. Believe me. It'll be like new.
Krylon Fusion paint is made for plastic and works great. I painted the console pieces in mine over two years ago and they still look great.
Back to Black, or Black Restore is also a great product. Its designed to refresh plastic and vinyl and just wipes on after giving it a good cleaning. You can use it on all of your interior bits and bobs. I don't know the year of your car, but if you are RB it works wonders on that too. And no smelly paint fumes.

If you decide to paint it you will need to use some seriously harsh cleansers to get the 20+ years of silicone off the plastic so the paint doesn't fisheye (I used full-strength Purple Power, twice through the dish washer and then a wipedown with MEK). There is some really good plastic/trim paint available in the parts stores now, get the satin black, it looks great.
As per advice from this site, I sat down with a good polish and after awhile all that old gray buildup comes off. Leaves a really nice shiney finish, just like new!!!
Here's a second vote for the Krylon Fusion paint. I had to repair some damage on my cowling and after that was done I used the Krylon and it's great. Can't tell where the original crack or repair was.
