There is a pot-metal or aluminum trim piece, conical in shape, that the throttle cable's jacket (HS-4's) passes through.
Now, does the firewall-end of the jacket, and the steel ferrule that finishes the end of it,
stay outside the conical piece? or is it to be housed inside of it?
In other words, to install the cable, should the jacket be passed up through the lower end of the conical piece, and be pulled through the top? Or not?
The context: After installing the carbs and removing them completely at least 20 times (20! no-crap!) I may have all my interferences solved....*NEWSFLASH*** there was more to getting the clearance than just shaving the spacers and the intake...***
As I was saying,"...but now when I gave the gas pedal a trial, the darn jacket came out of the conical piece on the firewall, but I'm not sure if I should be pissed at Jag graveyard, or do I have it in wrong and I should (gee again?) be pissed at myself.
I really don't think It'll start this year.

Use a sharp utility knife to trim the plastic coating off the cable housing. The spiral, metal inner housing should sit nicely in the conical finisher. Just like a bicycle brake cable does. In fact, I've been using the same mountain bike brake cable for about 8 years in my 'B, averaging 500 miles/week for 8 months/year. I put it in as a "temporary" fix.
the stock cable housing fits into that little retainer that sits on the ledge next to the pedal assy. It's purpose is to route the cable upward and to prevent kinking. The other end of the housing fits into a similar retainer above the carb linkage. Also to prevent kinking.
if the cable end does not fit into the retainer, you will need to clean out the retainer so it does. Often a drill bit twisted by hand will do.
YOU guys are great but you are not understanding me:
I had the jacket installed up and through the retainer (cone piece-my words) but the damn ferrule came right off, and the jacket came up through anyway.
Please refer to the "Jesus H " thread above, I have included pics.

The inner cable comes up from the bottom. The outer comes down from the top. The conical piece is the cable anchor. You need a stepped adaptor at the top of the conical piece for the outer to fit into. Earlier cars don't use that, the conical piece is the stop on those.
You still didn't tell me where in PA you are - this is such a PITA that I feel like driving over to fix it for you!

I checked you out earlier out of curiosity myself Fletcher. I'm in Lancaster. Bummer, and too bad. I'd guess about four hours away.
