top shelf steering wheels on ebay from Japan

This person seems to always have lots of momo and moto lita steering wheels for sale on ebay. They are nearly all sold as used.

Anyone know the deal on this vendor? Are these really used, and if so, where does he get so many used high-end steering wheels? If they are new, are they factory seconds? They seem to all have a slight amount of damage.
