I believe it covers a threaded hole where shoulder harness was attached before retractables came in.

Is this something that was changed in the planning but not on the production line? Or are retractable seat belts in my 74.5 an after market, or dealer installed thing?

those were in there for earlier cars. when shoulder harness was not required but something folks did install. this was to give them a place to put them.

Those plastic plugs are very rare and hard to find in good condition. They're usually sun-baked and chipped or cracked. Gerry makes a nice stainless steel and plastic replacement that works and looks very nice. You can also take a couple of seat belt bolts, have them chrome plated, install a neoprene rubber washer on each bolt, then tighten em down to fill the holes. They look very nice and like they were meant to be there.

Mick,

They are plugs to put in in place of the Kangol seat mounts. Before I found the correct Kangol mounts I purchased two of them at Octagon in Vancouver.
