Engine Clock Stamping

Chris said to look at the clock stamping on right side of the engine below the oil filter to determine the date of manufacture. Well here it is:
At the top of the dial is 28
Bottom of dial is 69
left side of dial is 2
Okay any clues here? Obviously the engine IS a 69. But from 10/67 to 10/69 the engine is an 18GF.
From 10/69 to 10/70 the engines were 18GH and 18GJ.
Also stamped on block next to the starter is a series of numbers of which the first two rows the 3 letter prefix is garbled. They could be the same as the last row.

Somewhere out there someone knows the answer to this riddle.

You know, I keep meaning to figure this out on my 66. (No engine number plate, and I know it's a later model engine.)
Now that I have a floor under my car, maybe I'll crawl under this weekend and get the reading off my "clock." (Chris told me about this months ago, I just never got 'round to it...)
